Construction begins on $50 million, 95-unit housing complex in Greater Victoria after years of planning
Construction has officially begun on a major affordable housing initiative in Greater Victoria, with the groundbreaking ceremony for a $50 million, 95-unit housing complex in Saanich marking a significant step forward in addressing the region's housing crisis.
Project Overview
The intergenerational housing project, led by the Greater Victoria Housing Society with substantial provincial funding, will provide much-needed affordable housing options for families, seniors, and individuals across the income spectrum. The development is located on a 2.5-acre site in the heart of Saanich, with easy access to transit, schools, and community amenities.
"This project represents a collaborative effort between government, non-profit organizations, and the community to address our housing challenges," said Greater Victoria Housing Society executive director Maria Rodriguez. "We're creating not just housing, but a community where people can thrive."
Funding and Partnerships
The $50 million project received $35 million in provincial funding through BC Housing's Community Housing Fund, with additional contributions from the Capital Regional District and private donors. The remaining funding comes from the Greater Victoria Housing Society's reserves and future rental income.
"This investment demonstrates our government's commitment to building affordable housing across British Columbia," said Housing Minister Ravi Kahlon at the groundbreaking ceremony. "Projects like this are essential for creating inclusive, sustainable communities."
Housing Mix and Design
The development will feature a mix of housing types to serve diverse community needs:
- 45 one-bedroom units for seniors and individuals
- 30 two-bedroom units for families
- 15 three-bedroom units for larger families
- 5 accessible units designed for people with disabilities
All units will be built to high energy efficiency standards, with solar panels, heat pumps, and other sustainable features. The complex will also include community spaces, a children's play area, and gardens.
Community Impact
The project is expected to provide housing for approximately 200 people, including many who are currently struggling with high rental costs in the region. According to recent data, the average rent for a two-bedroom apartment in Greater Victoria has increased by 15% over the past year, making affordable housing increasingly out of reach for many residents.
"This development will make a real difference in people's lives," said Saanich Mayor Fred Haynes. "It's exactly the type of project we need to see more of in our region."
Construction Timeline
Construction is expected to take 18 months, with the first residents moving in by late 2026. The project will create approximately 150 construction jobs and 10 permanent positions for building management and maintenance.
Addressing Housing Crisis
The groundbreaking comes as Greater Victoria continues to face a severe housing shortage, with vacancy rates below 1% and rental prices among the highest in Canada. Local officials hope this project will serve as a model for future affordable housing developments.
"We need to build more housing like this across the region," said Capital Regional District chair Colin Plant. "This project shows what's possible when we work together to address our housing challenges."
Future Plans
The Greater Victoria Housing Society has announced plans for additional affordable housing projects in the region, with two more developments in the planning stages for Victoria and Langford.
